CRIME AGAINST HUMANITY: NATO hits Libyan Great Man Made River; Russia and China, act now please!

July 22, 2011. Friday. Another day, another NATO war crime.  A strategic terrorist attack hits the water pipes factory in al-Brega. This is not an ordinary factory. It is the factory that makes pipes for the Great Man-Made River irrigation system across the desert which brings water to seventy per cent of Libyan homes. The factory was hit after the water supply pipeline network was destroyed, murdering six guards, which will take months to repair. Then on Saturday they hit the pipeline factory producing pipes to repair it.

Gaddafi sent a message on Friday, 22, July, to members of the UN Security Council who are not taking part in the aggression against Libya, notably Russia and China, regarding the NATO European terrorists targeting of the pipe factory of the great man made river in the city of Brega, where pipes are manufactured to compensate for damaged pipes of the river, the only source of drinking waters and irrigation for the people of Libya.

The Libyan symbolic leader informed members of the UN Security Council in his message that the alliance decided to carry out mass murder against the Libyan people by targeting their only drinking water source, where billions were invested and without it life stops in Libya. He wondered what’s the relation between this factory and the protection of civilians that NATO claims it is carrying out?

(Personal Remarks: Unfortunately, Mr. Gaddafi, the sleeping humanity and world leaders believing the Western media disinformation needs to be brief on the state of our planet and what is going on. This is why I decided to come out with these reports since no one is doing their jobs at the UN Security Council and ICC.)

The factory plant that NATO attacked is located six miles south of the strategic oil installation, which builds the huge pipes that carry water from underground aquifers deep in the south to the coast as part of the Great Man Made River irrigation project. It is central to the repairing, and manufacturing pipes for transporting water.

How can this be protecting civilians when it is an obvious strategic “at all cost” attack to deny  innocent people something as basic as water just like they denied baby food!

Since when a water pipes factory in al-Brega a legitimate target to impose a no-fly zone to protect civilians?

Please take note another War Crime count: They did NOT attack Gaddafi, they attacked Africa’s Fresh Water Supply. This is another war crime NATO has committed by targeting a civilian water supply network which brings water to 70% of Libya’s population. The general manager of the Man Made River Corporation which controls the pipeline confirms this report that the pipelines were indeed hit in a NATO strike on Friday.

Wars will be fought over access to water throughout the Arab land and around the world in coming years. Control of water is becoming more decisive than petroleum reserves in decades to come. But for the sake of this article, let us focus at this one layer since not many cannot handle the gravity and magnitude of the global implications of this Libya conflict.

The Great Man Made River is the largest underground network of pipes and aqueducts in the world. It consists of more than 1,300 wells, most more than 500 m deep, and supplies 6,500,000 m³ of fresh water per day to the cities of Tripoli, Benghazi, Sirt and elsewhere.

Gaddafi-Central Bank used $33 billion, without interest rates, to build the Great Man-Made River with three parallel pipelines running oil, gas and water supplying 70% of the people (4.5 of its 6 million) with clean drinking and irrigation water. This provides adequate crops for the people and would be a competitive exporter of vegetables with ISRAEL and Egypt.

Here is my briefing to you, short Facts and Figures about the Great Man Made River:

– Approximately 500,000 pre-stressed concrete cylinder pipes have been manufactured to date.

– Approximately 500,000 pipes transported to date. Pipe transportation is continuous process and the work goes on day and night, distance traveled by the transporters is equivalent to the sun and back.

– Over 3,700 km of haul roads was constructed alongside the pipe line trench to enable the heavy truck — trailers to deliver pipe to the installation site Phase I Total Length 1,600 Km.

Phase II Total Length 2,155 Km.

– Volume of Trench Excavation 250 Million Cubic Meter.

– The amount of aggregate used in the project : 30,000,000 Ton.

Enough to Build 20 pyramids the size of the great pyramid of Khoufu.

– Total Weight of Cement used 7.0 Million Tones.

– Total Length of Pre-Stressing Wire 6.0 Million Kilometers

In short, this would circle the Earth 280 times.

On 17 March 2011, the UN Security Council imposed a ban on all flights in the country’s airspace — a no-fly zone — to tighten sanctions on the Gaddafi regime and its supporters. This was done even after the fact that Gaddafi demanded an immediate ceasefire in Libya, including an end to attacks against civilians, as this constitutes “crimes against humanity”.

The UN Security Council resolution 1973 (2011) adopted the measure by a vote of 10 in favor to none against, with 5 abstentions (Brazil, China, Germany, India, Russian Federation), which authorized Member States, to take all necessary measures to protect civilians under threat of attack in the country, including Benghazi, while excluding a foreign occupation force of any form on any part of Libyan territory — requesting them to immediately inform the Secretary-General of such measures.

By definition, a no-fly zone (or no-flight zone) is a territory over an area which aircraft are not permitted to fly. Such zones are usually set up in a military context, somewhat like a demilitarized zone in the sky, and usually prohibit military aircraft of a belligerent nation from operating in the region.

Let me again remind the world some of the statements made earlier this year by NATO commanders. One in particular by a frustrated Gen. Sir David Richards, KCB CBE DSO ADC Gen, Britain’s Chief of the General Staff, who proposed that the North Atlantic Treaty Organization (NATO) should target Libyan “infrastructure,” including electrical power grids and fuel dumps, in government held areas, on May 16, 2011, in Naples, the command center for the war in Libya. He suggested that NATO should be freed from restraints that precluded attacking infrastructure targets,

“The vice is closing on [Muammar el-] Qaddadi, but we need to increase the pressure further through more intense military activity.”

In case you didn’t know, this is the very same General who said earlier this year (which reflects by this NATO and the Western media propaganda machine that has deceived the world to justify this Libyan invasion),

“Alliances are the principal means to compensate for our inability to resource military capability that is less needed in the future but cannot be completely discarded; this is how perceived risk in any particular capability area should be mitigated. I emphasize again that I am not proposing that we get rid of all our more traditional military capability – it is required, with allies, not only to deter a war fought by such means from becoming an asymmetric attraction to an enemy but also because at the lower tactical level the requirement to fight and win hard battles will not disappear. The scale of fighting and the context in which such equipment is needed becomes the key discriminator in deciding what and how much we buy of any particular capability. Future wars of mass manoeuvre are more likely to be fought through the minds of millions looking at computer and television screens than on some modern equivalent of the Cold War’s North German Plain. Indeed some might argue the screen is our generation’s North German Plain, the place where future war will be won or lost.“

Here is what “infrastructure” means: “The fundamental facilities and systems serving a country, city or area, as transportation and communication systems, power plants and schools”.

Now, let us go and read what the Protocol Additional to the Geneva Conventions of 12 August 1949, and relating to the Protection of Victims of International Armed Conflicts (Protocol I), 8 June 1977 says about attacking “infrastructure.”

Part IV, Section I, Article. 48

In order to ensure respect for and protection of the civilian population and civilian objects, the Parties to the conflict shall at all times distinguish between the civilian population and combatants and between civilian objects and military objectives and accordingly shall direct their operations only against military objectives.?–

Article 54

1. Starvation of civilians as a method of warfare is prohibited (Yes, US/NATO/UN Security Council. Baby food is considered starvation towards babies).

2. It is prohibited to attack, destroy, remove or render useless objects indispensable to the survival of the civilian population, such as food-stuffs, agricultural areas for the production of food-stuffs, crops, livestock, drinking water installations and supplies and irrigation works, for the specific purpose of denying them for their sustenance value to the civilian population or to the adverse Party, whatever the motive, whether in order to starve out civilians, to cause them to move away, or for any other motive.

3. The prohibitions in paragraph 2 shall not apply to such of the objects covered by it as are used by an adverse Party:?(a) as sustenance solely for the members of its armed forces; or?(b) if not as sustenance, then in direct support of military action, provided, however, that in no event shall actions against these objects be taken which may be expected to leave the civilian population with such inadequate food or water as to cause its starvation or force its movement.

4. These objects shall not be made the object of reprisals.

Article 59

1. It is prohibited for the Parties to the conflict to attack, by any means whatsoever, non-defended localities.

In short, you can’t bomb power plants, electrical grids, water pumping plants, or transport systems that service the civilian population, even if the military also benefits from them. As Article 50 states: “The presence within the civilian population of individuals that do not come within the definition of civilians does not deprive the population of its civilian character.”

The NO FLY ZONE policy reinforces the reality that the Libyan war has as little to do with humanitarianism as the Iraq war had to do with weapons of mass destruction. It is bogus. Furthermore, these “rebels” of the National Transitional Council, the Benghazi-based anti-Qaddafi front that was recently recognized by Washington as Libya’s legitimate government have no real legitimacy, but part of a grand imperial scheme agreed upon certain individuals and groups.

The alliance is claiming to be protecting civilians in Libya by bombs, starvation and the hindering of life in general. The innocent civilians in Libya are in dire need for protection against the (US/NATO terrorist) alliance and we urge members of the (so-called UN security) council to bear international and moral responsibility as members of the Council, and to stop the NATO aggression against Libya which exceeded all descriptions.

NATO and its allies are very desperate and we know you are very curious as to their reasons for which I will enumerate as we release these facts. If not, then why they keep sending assassins?

BRITISH AND FRENCH AGENTS UNDERCOVER IN LIBYA

Sending assassins to Gaddafi is another violation of international law for which I will deliver a separate report with insider information.

In another clear violation of the law, a consignment from Italy of 19 000 AK-47’s was caught in Ajdabiyah by the Libyan authorities, according to Libyan military sources. We have received information that white phosphorous is being used against Libyan government positions now that NATO is getting desperate. Let me go through the international laws just so we can help the incompetent and bribed International Criminal Court Judges to use proper evidentiary support and what constitutes crimes against humanity based on the very same international humanitarians laws 194 countries agreed on:

Part III. Section I. Methods and Means of Warfare. Article 35.

2. It is prohibited to employ weapons, projectiles and material and methods of warfare of a nature to cause superfluous injury or unnecessary suffering.

3. It is prohibited to employ methods or means of warfare which are intended, or may be expected, to cause widespread, long-term and severe damage to the natural environment.

Part IV. Section I. Chapter I. Article 48.

Article 75 Fundamental guarantees

1. In so far as they are affected by a situation referred to in Article 1 of this Protocol, persons who are in the power of a Party to the conflict and who do not benefit from more favourable treatment under the Conventions or under this Protocol shall be treated humanely in all circumstances and shall enjoy, as a minimum, the protection provided by this Article without any adverse distinction based upon race, colour, sex, language, religion or belief, political or other opinion, national or social origin, wealth, birth or other status, or on any other similar criteria. Each Party shall respect the person, honour, convictions and religious practices of all such persons.

2. The following acts are and shall remain prohibited at any time and in any place whatsoever, whether committed by civilian or by military agents:?(a) violence to the life, health, or physical or mental well-being of persons, in particular:?(i) murder;?(ii) torture of all kinds, whether physical or mental;?(iii) corporal punishment; and?(iv) mutilation;??(b) outrages upon personal dignity, in particular humiliating and degrading treatment, enforced prostitution and any form of indecent assault;?(c) the taking of hostages;?(d) collective punishments; and?(e) threats to commit any of the foregoing acts.

According to that same Geneva Conventions of 12 August 1949:

Article 5

1. It is the duty of the Parties to a conflict from the beginning of that conflict to secure the supervision and implementation of the Conventions and of this Protocol by the application of the system of Protecting Powers, including inter alia the designation and acceptance of those Powers, in accordance with the following paragraphs. Protecting Powers shall have the duty of safeguarding the interests of the Parties to the conflict.

Article 86. Failure to act

1. The High Contracting Parties and the Parties to the conflict shall repress grave breaches, and take measures necessary to suppress all other breaches, of the Conventions or of this Protocol which result from a failure to act when under a duty to do so.

2. The fact that a breach of the Conventions or of this Protocol was committed by a subordinate does not absolve his superiors from penal or disciplinary responsibility, as the case may be, if they knew, or had information which should have enabled them to conclude in the circumstances at the time, that he was committing or was going to commit such a breach and if they did not take all feasible measures within their power to prevent or repress the breach.
