August 19, 2012 (TSR) – Physicist, Bernard J. Eastlund (1938 – December 12, 2007) is most famously identified with inventions that established the High Frequency Active Auroral Research Program (H.A.A.R.P.) at Gakona, Alaska as a test and operational facility for electromagnetic and plasma physics experiments on the ionosphere – ultimately for deployment by the department of defense.
Eastlund received his B.S. in physics from MIT and a his Ph.D. in physics from Columbia University. In 1970 he received a Special Achievement Certificate from the U. S. Atomic Energy Commission for co-invention of the “fusion torch.”
He was the founder of Eastlund Scientific Enterprises Corporation (ESEC), a small company in Houston, Texas that provided scientific, engineering and technical services.
In 1987, Eastlund was granted three patents applicable to HAARP (US Patents #4,686,605, #4,712,155, and #5,038,664) that provided the basis for experiments to employ a large high power radio frequency antenna array to alter the ionosphere as a matter of national defense to protectagainst hostile ICBM missiles.

Before he died in 2007, Eastlund had completed a concept for weather modification and tornado mitigation using a focused microwave beam emitted from a satellite with a fixed-orbit perpetually located over tornado alley in the US.
This concept did not come without liability if the microwave energy inadvertently targeted individuals, populations, wildlife, or susceptible assets of value as collateral damage. As a matter of safety and liability, all of the microwave energy would necessarily be required to dissipate within the targeted thunderstorm before reaching earth’s surface and the people on it.
Another of Eastlund’s interesting but nearly unrelated concept, is to employ HAARP’s ionospheric heater to “create” or enhance atmospheric cloud phenomena called gravity waves. NPR Story
These proposals could be helpful in revealing the nature of the strange cloud formations being witnessed and photographed by citizens and scientific observers around the planet.

BETTER THAN HAARP?: In the year of his death in 2007, Eastlund held a very interesting patent that claimed to harness naturally accuring atmospheric inionization due to normal cosmic ray bombardment.
US Patent 20070238252 – Cosmic particle ignition of artificially ionized plasma patterns in the atmosphere.
Abstract: This invention is a method and apparatus for creating artificially ionized regions in the atmosphere utilizing ionization trails of cosmic rays and micro-meteors to ignite plasma patterns in electric field patterns formed by ground based electromagnetic wave radiators. The applications are useful for telecommunications, weather control, lightening protection and defense applications. The invention lowers the power requirements for forming artificial ionized regions in the atmosphere by a factor of up to 1600 times lower than those required in existing designs and projections for creation of artificial ionized regions in the atmosphere.
Conclusions are Revealing: This invention has a phenomenal variety of possible ramifications and potential future developments. As alluded to earlier, a variety of telecommunications systems for improvement of local cellular systems, short haul stand alone cellular systems, city wide cellular systems and long haul communications systems could result. Two new approaches to weather modification and control are suggested. The first is for manipulation of the steering winds that control the development of mesocyclones, or the modification of the directions of the jet streams that influence development of hurricanes. The second is a method for influencing the electrical charge distribution in weather patterns such as meso-cyclones. Possible defense applications include a method of accelerating electrons to MEV energies in conjunction with the HAARP antenna. Research applications include the creation of bright and controlled guide stars for astrophysical purposes. Thus it can be seen that the ramifications are numerous, far-reaching, and exceedingly varied in usefulness.

Method and apparatus for altering a region in the earth’s atmosphere, Ionosphere and/or Magnetosphere
A method and apparatus for altering at least one selected region which normally exists above the earth’s surface. The region is excited by electron cyclotron resonance heating to thereby increase its charged particle density. In one embodiment, circularly polarized electromagnetic radiation is transmitted upward in a direction substantially parallel to and along a field line which extends through the region of plasma to be altered. The radiation is transmitted at a frequency which excites electron cyclotron resonance to heat and accelerate the charged particles. This increase in energy can cause ionization of neutral particles which are then absorbed as part of the region thereby increasing the charged particle density of the region.

Method for producing a shell of relativistic particles at an altitude above the Earth’s Surface
A method for establishing a region of a high density, high energy plasma at an altitude of at least about 1500 kilometers above the earth’s surface. Circularly polarized electromagnetic radiation is transmitted at a first frequency substantially parallel to an earth’s magnetic field line to excite electron cyclotron resonance heating in normally occurring plasma at an altitude of at least about 250 kilometers to generate a mirror force which lifts said plasma to said altitude of at least about 1500 kilometers. Heating is continued at a second frequency to expand the plasma to the apex of said field line whereupon at least some of the plasma is trapped and oscillates between mirror points on said lines. The plasma will be contained within adjacent field lines and will drift to form a shell of relativistic particles around a portion of the earth.

Method and apparatus for creating an artificial electron cyclotron heating Region of Plasma
A method and apparatus altering a region of plasma that lies above the earth’s surface at altitudes (e.g. below 50 kilometer) where the collison rate of the electrons in the plasma is originally greater than the cyclotron frequency of the electrons. First, artificial magnetic lines of force are established from the earth’s surface by positioning a loop of cable at the earth’s surface. An electrical current of sufficient amperage is passed through the cable which inherently generates the artificial magnetic field from the center of the loop. The field strength B on the artificial lines in the region of plasma to be altered is sufficient to increase the cyclotron frequency of the electrons in the plasma so that it will exceed the rate of collosion of the electrons. The plasma is then excited by electron cyclotron resonance heating to thereby further alter the plasma by transmitting circularly polarized electromagnetic radiation upward in a direction substantially parallel to and along the artificial field lines.

Peter Vereecke, the former mayor of Evergem, Belgium told attendees, “Don’t confuse this with contrails. Those are harmless condensation trails that are only visible for a few seconds. On the other hand chemtrails are clouds of chemicals.” … “Far from harmless, contrails are significant contributors to global warming.”
Highlight was the presentation of “Case Orange”. This 300-page scientific report (with 177 footnotes) was commissioned by the Belfort Group. In the absence of legal protection for whistleblowers, an international team of “inside experts”, remained anonymous in order to safely and effectively author the most useful data possible. The anonymity of the scientists is irrelevant since nearly all the evidence and back-up material is available in the public domain.
Vereecke has personally delivered the “Case Orange” document to the Brussels headquarter of UNO and NATO, as well as the embassies of the USA, UK, Germany, France, Iran, Russia, China, Venezuela and elsewhere.

CONCLUSIONS AND RECOMMENDATIONS:
When combining the knowledge of the formation of contrails, the effects of Cirrus clouds on climate, the historical records of weather manipulation programs, the scientific studies on geo-engineering through modification of Cirrus clouds, the available and patented technology coupled with reactions of pilots on the internet one can only come to the following conclusions:
1. Manipulation of climate through modification of Cirrus clouds is neither a hoax nor a conspiracy theory, but currently the best option in geo-engineering considered by decision makers to counter global warming. The impact of production of artificial Cirrus clouds on temperature and precipitation patterns is supported by adequate hard scientific evidence.
2. The ambition of the United States is to control the weather by the year 2025, both for civil and military purposes (offensive and defensive strategies). This research paper contains a proven track record to support that statement.
3.The technology to organize spraying actions on a global scale is widely available. Both civil and military aviation is used for that purpose. The mix, containing oxides of metals and chemical components, can either be dispersed through special designed pods or directly incorporated into the jet fuel. This research paper is well documented in this respect.
4. Since the patents are owned by the main defense contractor for the U.S. armed forces (Raytheon) or the U.S. department of defense itself and given the history record it is obvious that current climate manipulation programs are organized and directed by the United States government.
5. The spraying actions in Europe are only possible with prior approval and intense co-ordination on top government level and industry on executive level. The general public is intentionally kept unaware of the existence of such projects.
6. Although the spraying actions may be considered legal these actions may have a potential detrimental effect on health. There is sufficient scientific evidence available in this research paper to support this thesis.
It is not the purpose of this research paper to give a moral appreciation of these actions. Nevertheless the investigation team unanimously comes to the following recommendations for the future:
a) Artificial Cirrus clouds should be classified as a separate cloud genus by the WMO. Additional scientific research with the effects on nature and public health on this subject should be considered. Results -whatever the outcome- should be made public.
b) It is unacceptable that the Awacs aircraft fleet under NATO operates under a Luxemburg civil registration without complying with civil aviation regulations. This is a flagrant violation of the law and this should be corrected in the near future. Given the very unfavorable engine emission ratios of this aircraft retrofitting of these engines should be considered as soon as practical.
c) When considering a legal case it is better to sue an industrial group, such as Raytheon, rather than a government agency. It is clear for us that the responsibility of Raytheon in this respect is far reaching with the creation of a monopoly in climate modeling and weather as a geo-engineering or military instrument. If possible an international ban should be placed on such weapons.
d) Although the existence of weather modification projects have been illustrated in an adequate way in this research paper it is now the duty of a serious politician on any level to make enquiries to the government for public release of these spraying schemes through aviation. It is mandatory that such statement should include the reason why such operations are conducted. It is not an option to hide behind the motive of national security.
