July 30, 2012 (TSR) – The Left Party (die Linke) has been heavily criticizing the information policy of the German federal government in taking part with the propaganda war on Syria. The occasion was a parliamentary question to the Foreign Office about the Houla massacre of May 25 in Syria.

According to Germany mainstream media Die Frankfurter Allgemeine Zeitung July 16 edition, the German Federal Intelligence Service (BND) has always known that al-Qaeda is responsible for numerous terrorist attacks in Syria, including the Houla massacre. The agency was informed on several occasions during the period of 5 to 15 June regarding the matter.

The revelation was made public by the German government in response to a parliamentary question:

The German government confirms that it had received numerous reports from the BND on al-Qaeda’s involvement in the May 25 massacre in the Syrian town of Houla in the central province of Homs, in which 108 people, including dozens of children and women, were killed execution-style.

The West and the Syrian opposition together with their media blamed the Syrian government for the carnage, but a Syrian government-appointed fact-finding mission had said that armed groups had carried out the massacre to frame the government and foment sectarian strife.

Sevim Dagdelen (MP), a Member in the Foreign Affairs Committee of the Bundestag and spokesperson of the Left Party for International Relations, heavily criticized the MPs and accused the German Federal Government of involvement with the “secret service”  in Syria. She called on the federal government’s lack of transparency, “On the one hand, the Federal Government repeats the opinion of an International Investigative Commission that; “forces close to the regime” – that is, that Syrian President Assad’s affiliated militias –  were ‘responsible’ for most of the victims. Whilst on the other hand, evading questions about details of the circumstances of the massacre/s, as they did not have “reliable information”.

 

The BND report revealed that “the al-Qaeda-related organizations or jihadist groups” has carried out “about 90 terrorist attacks” in Syria between late last December 2011 and early July.

The intelligence reports raise several questions about the terrorist nature of the self-proclaimed Free Syrian Army, and even more so about the fact that many of the armed terrorists, killed in clashes with Syrian security forces, carried foreign passports.

On Thursday, The New York Times published an article, stating that “the evidence is mounting that Syria has become a magnet for Sunni extremists, including those operating under the banner of al-Qaeda.”

The German federal government also noted that the armed opposition in Syria consists of various groups. Regarding the strength of the “Free Syrian Army” (FSA), there was no “reliable information”. The number of up to ‘40,000’ to which people and journalists published reports on the internet are said to be exaggerated and “clearly excessive.” Furthermore, the armed resistance was equipped “mainly with small arms and anti-tank grenades” (which thus necessitate media propaganda and psyops).

When asked what information the Federal Government had about the nature and extent of the weapons that have been delivered into the hands of the Syrian Regime and the Opposition, the official response: “The reply to this question is that the Federal Government will not make it available to the public out of secrecy reasons”. It would have to remain classified as “secret”.

To details of the May events, the answer on the subject was: No “appropriate reliable information presented”.

The German government stated that the content of the Intelligence report was ‘restricted for inland security reasons as confidential material’, therefore classified as ‘VS confidential’ and is ‘deposited’ in the Security of Information Office of the German Bundestag (Federal Diet) by ‘reason of national interest’. The answers can only be viewed with clearance.

The Left Party, consisting of 76 members and the fourth largest of the five parliamentary faction, also accused the Angela Merkel Administration in being “blind” and complicit to the “propaganda” of the US-NATO allies against the Pro-Palestinian state, Syria and the Bashar al-Assad regime. The MPs rebuked the German government for participating and condoning to escalate the conflict and “will in due course, also not be able to contain military involvement.”

Dagdelen, a German politician of Turkish origin representing the North Rhine-Westphalia region,  has also been facing criticism for signing a controversial pamphlet accusing the U.S. of preparing war against Syria and Iran. She has also been vocal against Turkish Prime Minister Erdogan’s blatant breach of international law and downright conjuring up such as the Turkish-NATO jet “spy plane” incident, open deliveries of arms to the “Free Syrian Army” (FSA) and international forces in Syria, and giving them a base of operation in order to provoke the beginning of an illegal war of aggression. She has also heavily opposed the illegal war on Libya.

In 2011, Dagdelen participated in the State dinner with German Chancellor Angela Merkel at the White House.

Syria has been the scene of violence by armed groups since March 2011 and blames “outlaws, saboteurs, and armed terrorist groups” for the chaos and violence, asserting that it is being orchestrated from abroad. The West and the Syrian opposition accuse the government of killing the protesters.

Russia and China with Iran have been adamant and supportive of the Kofi Annan Peace Plan and the Geneva Communiqué. The Syrian Government is also committed to the political dialogue, but the opposition side refuse to cooperate as they want to push for a precondition that Assad step down before any negotiations take place.

It is important to note that every Foreign minister and representatives who attended the meeting on June 30 in Geneva with Joint Special Envoy Kofi Annan has agreed and signed on a Communiqué that was fair and balance, and did not have the prerequisite nor preconditions of any parties to be excluded. It also stressed that the Syrians will be tackling their domestic civil unrest by themselves without any foreign interference. But Saudi Arabia, Qatar, Turkey, USA and most western countries have supported and funded the violence in Syria by providing logistics, arms, and intelligence to anti-government elements until today.

(1) ABOUT THE GERMAN LEGISLATURE

The heart of any parliamentary system of government is the legislature. Germany has a bicameral parliament. The two chambers are the Bundestag (Federal Diet or lower house) and the Bundesrat (Federal Council or upper house). Both chambers can initiate legislation, and most bills must be approved by both chambers, as well as the executive branch, before becoming law. Legislation on issues within the exclusive jurisdiction of the federal government, such as international treaties, does not require Bundesrat approval.

The Bundestag is the principal legislative chamber, roughly analogous to the United States House of Representatives, the lower house in the German political system. Its members are elected for four-year terms.

The federal government introduces most legislation; when it does so, the Bundesrat reviews the bill and then passes it on to the Bundestag. If a bill originates in the Bundesrat, it is submitted to the Bundestag through the executive branch. If the Bundestag introduces a bill, it is sent first to the Bundesrat and, if approved there, forwarded to the executive. The Joint Conference Committee resolves any differences over legislation between the two legislative chambers. Once the compromise bill that emerges from the conference committee has been approved by a majority in both chambers and by the cabinet, it is signed into law by the federal president and countersigned by the relevant cabinet minister.

The most important organizational structures within the Bundestag are parliamentary groups (Fraktionen ; sing., Fraktion ), which are formed by each political party represented in the chamber. The size of a party’s Fraktion determines the extent of its representation on legislative committees, the number of committee chairs it can hold, and its representation in executive bodies of the Bundestag. The head of the largest Fraktion is named president of the Bundestag. The Fraktionen , not the members, receive the bulk of government funding for legislative and administrative activities.

Other responsibilities of the Bundestag include selecting the federal Chancellor and exercising oversight of the executive branch on issues of both substantive policy and routine administration. This check on executive power can be employed through binding legislation, public debates on government policy, investigations, and direct questioning of the chancellor or cabinet officials. For example, the Bundestag can conduct a question hour (Fragestunde ), in which a government representative responds to a previously submitted written question from a member. Members can ask related questions during the question hour. The questions can concern anything from a major policy issue to a specific constituent’s problem.
